Adaptive Reuse of Historic Hospital by North Carolina Developer
Wins 2006 Municipal Achievement Award for South Carolina City

A historic community hospital that The Landmark Group converted into much-needed affordable housing for seniors has won a 2006 Municipal Achievement Award from the Municipal Association of South Carolina.

The award went to the town of Newberry, S.C., for Newberry Senior Apartments, a $4.1 million renovation that carved 35 apartments from the historic Newberry Hospital. The Landmark Group, based in Winston-Salem, N.C., was the developer.

In 2000, when the aging hospital was soon to be abandoned, the local Housing Authority and Council on Aging wanted to preserve the building for reuse as apartments for low-income seniors. Architect Martin Meeks of Campbell Meek and Associates came up with a rehabilitation plan, and The Landmark Group put together a funding package.

For the numbers to work, supporters successfully petitioned to have the hospital added to the National Register of Historic Places, which made available historic property tax credits. The project also received block-grant funds from the S.C. Department of Commerce, affordable housing tax credits from the S.C. Housing Finance and Development Authority and a very-low interest loan from the Federal Home Loan Bank of Atlanta. Once the renovation began, the developer used as many local subcontractors, suppliers and tradesmen as possible. Tenant-based rental assistance rounds out the plan.

In addition to providing real benefits to its residents, the restored hospital building has catalyzed private redevelopment in the surrounding neighborhood in Newberry.

The Achievement Awards program recognizes successful and innovative municipal projects that improve the quality of life for residents and add value to the community by establishing partnerships and building community support. Newberry competed against other cities with populations from 10,001 to 20,000.

The Municipal Association of South Carolina presented the awards July 29 during its annual meeting in Hilton Head Island.

Newberry Apartments is The Landmark Group’s latest award-winning project in South Carolina. Citing innovative partnerships and developments by The Landmark Group in Chester, Clinton, Great Falls, Lancaster, Mullins, Union and York County, the Council of State Community Development Agencies presented its 2004 President’s Award for Innovation to the S.C. State Community Development Block Grant Program.

The Landmark Group has completed or under development more than $300 million worth of housing and mixed-use projects in the Carolinas, Florida, Georgia, Tennessee, Texas and Virginia.
